Christopher (Chris) Burke has 22 years of experience in engineering, construction, project management, and forensic construction consulting in the Northeast market. He currently works in claims and construction consulting, and previously served as a senior engineer for an international engineer/constructor involved in a variety of large-scale civil and underground projects. Chris has provided claims services to owners, contractors, subcontractors, architects, and engineers, as well as their attorneys on numerous public and private projects. He has been responsible for the analysis of construction changes and impacts on many public and private projects, including several multibillion dollar programs. Projects include major infrastructure transportation projects, educational facilities, airports, sporting venues, wastewater treatment facilities, and healthcare facilities.

Chris is experienced in the analysis of schedule delay and acceleration, differing site conditions, cost of direct and indirect impacts to construction operations, loss of productivity, and quantification of resulting damages. In addition, he has led engagements related to the assessment and valuation of design error and omission claims. His experience in the resolution of contract disputes includes presentations, mediation, and dispute resolution board (DRB) hearings for disputes with claim values up to $75 million. Chris has been retained as an expert and provided expert testimony in arbitration proceedings and State Superior Court cases ranging in value from $1 to $8 million. He has ten years of design and construction management experience, and his expertise spans structural design and analysis, drawing and specification preparation, and construction phase services. Chris performed resident engineering and inspection services for the $3.5 billion Boston Harbor Project, including the 9.5-mile-long Effluent Outfall Tunnel, the 5.5-mile-long Inter-Island Tunnel, and the 0.5-mile-long North Systems Tunnels, performing inspections, implementing quality control procedures, processing contractor submittals, responding to requests for information, and assessing contractor change order requests and claim submissions.
