McMillen Jacobs has been selected as the prime consultant to provide engineering services for Lewis County Public Utility District’s (PUD) Cowlitz Falls Hydroelectric Project in Randle, WA.

James will serve as Project Manager for the Master Services Agreement (MSA). He has 18 years of experience in the engineering, construction, and operation of hydro facilities. Before joining McMillen Jacobs, James managed the Mechanical Design Section at USACE Portland District. Additional management experience also includes his role as Project Manager for an existing MSA contract with Chelan PUD.
The guaranteed three-year MSA contract covers civil, structural, geotechnical, dam safety, electrical, and mechanical engineering, along with environmental, hydrometric, and surveying services for as-needed or as-requested task orders at four facilities within the Cowlitz Falls Hydroelectric program.
Under a previous MSA contract, McMillen Jacobs has completed 20 task orders with Lewis County PUD, since 2014. Sample task orders included a hydro benchmarking analysis, slope stabilization, office space modifications, concrete repairs, a dam condition assessment, several dam safety-related task orders, and radial gate seismic analysis with physical inspections.
